Reset the rig by pressing and holding rotary encoder shaft while inserting power cable or USB.
If it works after that, you need to resore your settings like frequency calibration, RShunt Setting, Band Setup etc.

You left out the most important info: What did you use as ISP programmer ? How did you prepare it ? How did you connect it (especially 5V) ? It is clearly a programming issue. Double and Triple check your solderings around T1 and T2. If there´s a bad solder joint because you did not burn/scratch away enough of the enamel around those wires, this might be the reason.
