Reset the rig by pressing and holding rotary encoder shaft while inserting power cable or USB.
If it works after that, you need to resore your settings like frequency calibration, RShunt Setting, Band Setup etc.

You left out the most important info: What did you use as ISP programmer ? How did you prepare it ? How did you connect it (especially 5V) ? It is clearly a programming issue. Please try to get some external measurement. Ask a friend if he can help.
Most likely you have either a cold solderjoint around T1/T2 and/or one or more BS170s are damaged.

Generally speaking: 1. The ATMega328, that does not work, has yet to be found. So all those type A vs B are a theoretical problems, not relevant in practice. 2.
