Hi Band Power Questions

I just built the Hi Band, and I'm not getting full power.

V2.00x
DC in =12.0V Lab Supply
Dummy Loan is MFJ-264
meter is a Nisset DG-503
Scope is Siglent SDC 1102CML+

20m is 2 watts 90%eff, but is 5 watts at 12 Mhz 80% eff
15M is 3.5 watts 100%, but is 5 watts at 20 Mhz 83% eff
10m is 1.8 watts 60% eff , but is 4 watts at 26 mhz 80% eff

The Nano VNA reading looks correct with the notch tuned to the right spot, and the peek in the operating range. On 10m I did have to add a turn to L1 and L12 get the notch and peek to align correctly, but it didn't change the power output.

I still need to Cal the shunt value.

I don't have a spice program to analyze the LPF, and I haven't used one in 30 years. So, how do I load the final for 5ish watts and maintain the low pass and notch settings.

I have also noticed that the filter section looks like one described by Wes Hayward W7ZOI (SK), in his book "Solid State Design for the Radio Amateur", page 54.
