Audio warble every other second

Does anyone know what could be causing this? It happens without an antenna, with a dummy load, and with a resonate antenna. I tested it in two different locations with the same result. It seems to happen in CW mode on all bands except for 80m. It also only seems to happen when Filter BW is less than 1k8.
