Tone transmitted on power up.

Having and odd issue with a mainboard from kit purchased on amazon.
No matter the band or frequency set, there is a tone transmitted about 1200khz above set frequency.
I can receive perfectly fine even while this tone is transmitted.
If I tap the ptt the tone stops for a few seconds, then builds back up.
I am assuming it's a mainboard issue, because it happens with two completely different RF boards.
I don't know if this is part of the same issue, but cw ptt tone transmits fine, but any voice audio is completely muted and garbled.
